The Gazelle Project Visit
On 13th july 2009 Mrs.Gemma ventura and Mr.Marino Palacios of the Gazelle team paid a visit to Global Geobits Company where they presented the Project to the company top management.
As a result of this visit, Global Geobits was chosen as an Egyptian Gis Company to participate in the European space Agency (ESA) Gazelle Project with a mini-project entitled:
"Production of Urban Atlas (1:10000 scale) for Rosetta City in Egypt using High Resolution Satellite Imagery."
This project will be executed through joint cooperation between Global Geobits (Egypt), INDRA (Spain), and General Organization of Physical Planning GOPP (Egypt).
The EUROPEAN SPACE AGENCY (ESA) has selected INDRA Espacio, a spanish company with strong expertise in remote sensing applications and systems, as a contractor to carry out a study on the characterization of Earth Observation sector in Mediterranean Africa (Algeria, Egypt, Libya, Morocco and Tunisia). the objective of this study (named Gazelle).

SERVICE TRIAL CONTEXT The most populated country of Mediterranean Africa is Egypt, with more than 78 millions of inhabitants living practically in Cairo, Alexandria and Nile Delta. Egypt is increasing spectacularly their population in the last years and their cities are experienced various related problems: lack of basic infrastructures; loss of rich agricultural land due to urban sprawl; development of big informal settlements, etc. The final user of this project is General Organization of Physical Planning (GOPP). GOPP is responsible for the implementation of various plans through cooperation with local authorities, conducting and supervising urban studies (transportation system, infrastructures, waste handling and treatment plants, land use issues, environment, etc.). It also controls urban planning in order to stop urban sprawl over agricultural and environmental sensitive areas and it prepares village municipal planning strategies and policies all over Egypt. GOPP is demanding information related to urban growth for urban planning, in this case an area close to Alexandria (Rosetta City).

PARTNERSHIP
The user partnership is constituted by General Organization of Physical Planning (GOPP).
INSTITUTION ROLE DESCRIPTION
End user  General Organization of Physical Planning (GOPP) is the main national Egyptian authority responsible for urban planning process.

The following activities shall be performed by GOPP:
• Supply the information needed for the correct development of the project.
• Evaluate and validate the final products and documents.
• Analyze the continuity of future activities.
The definition of this Service Trial has been supported by the local company Global Geobits.
SERVICE: Land Cover Mapping
Objective
There is an opportunity for the development of urban remote sensing products and services in Egypt, in this case the Urban Atlas developed under GMES initiative. The authority responsible for planning activities in Egypt is the General Organization for Physical Planning (GOPP). Currently GOPP is involved in organizing the planning process at different levels (regional, urban and local) and preparing planning guidelines, urban development programs and coordination of planning processes all over Egypt. GOPP is interested in getting Urban Atlas maps for a limited pilot area at 1:10.000 scale using VHRO (Very High Resolution Optical) data. These maps will be useful for GOPP for their future urban planning.

Content
This service trial has the following thematic content:
• Production of Urban Atlas map at 1:10.000 scale using VHRO data.
• Development of spatial indicators based on the Urban Atlas maps
.
Spatial resolution
Products shall be generated according to the Urban Atlas product specification: 0.25 ha.
Time period
Seasonal products shall be generated to cover preferably the time period 2007-2011.

Preferred EO dataset

For this Service the preferred data source is primarily VHRO (Very High Resolution Optical), such as IKONOS, WorldView-2, etc.

There is archive imagery available for the me ntioned period: IKONOS dated on 2007 and WorldView-2 from 2010.

Area Of Interest (AOI)

The AOI selected corresponds to the city of Rosetta that lies on the Mediterranean Sea along the western River Nile branch of the Delta of Egypt. The General Organization of Physical Planning (GOPP) has urgent interest to study this area in detail hoping that the output from this Service would help them in their studies.

DELIVERABLES
• D1 - Short Document (SD) describing the final Service Trial content, after the agreement with the users and/or stakeholders about the final content of the miniproject.
• D2 - Final Products (FP) to be delivered according to the requirements.
• D3 - Short Technical Report (STR), including the description of products, methodology followed, results and reliability of this methodology. This report shall be publishable on the Internet page of the project • D4 - Questionnaire (Q) with lessons learned, according to a specific template.
• D5 - Final Presentation (FP) in Power Point format. This presentation shall be publishable on the Internet page of the project
SCHEDULE
The time available for the development of the mini-project and the delivery of final products and reports is 3 months, starting the day after the kick-off of the initiative.
BUDGET
The maximum price for this Service Trial is 16.000 Euro.
